Description:
This position is a cabinet level position overseeing the district’s human capital, compliance management, certificated, and administrative staff development. Additionally, this position leads the strategies to support diversity and engagement in all aspects of the school district. This administrator plans, organizes, directs, and administers employee recruitment, screening and selection process, employee transfer, promotion, layoff, and separation processes. Additionally, he/she aids in the planning, development, implementation, and maintenance of operational policies, regulations, and guidelines and plans, directs, and administers the District employer/employee relations process; and other related functions as directed. Finally, this position supports diversity and engagement as educational, civic, and economic imperatives and are foundational to achieving excellence. The ideal candidate will be a visionary and transformational thought leader, who has demonstrated experience in achieving positive change in an academic setting in the areas of diversity, inclusion, multiculturalism, community partnership, economic development, and educational and employment practices.
Minimum Qualifications:
Knowledge of:
• Principles, trends, methods, strategies, and procedures pertaining to Human Capital management and staff development systems and programs.
• Principles, methods, techniques, and strategies of organizational planning, position control, performance evaluation, and Human Resource Systems operations.
• The Ohio Revised Code, basic legal mandates relative to personnel practice and procedures, Board of Education policies and regulations, and guidelines appropriate to the administration of a comprehensive Human Capital management program.
• Labor relations including collective bargaining practices and procedures, contract administration and grievance procedures.
• Employee state retirement systems, and employee supervision, evaluation and discipline.
• Effective communication and public and human relations strategies, methods, and techniques.
Ability to:
• Effectively administer a comprehensive and complex human resources program in a medium size district.
• Analyze organizational problems, develop alternative solutions, and recommend and make sound and timely decisions.
• Be a visionary and transformational thought leader, who has demonstrated experience in achieving positive change in an academic setting in the areas of diversity, inclusion, multiculturalism, community partnership, economic development, and educational and employment practices.
• Accurately interpret and administer legal mandates, policies, regulations, and negotiated agreements.
• Effectively perform all required duties in an ethical manner, with a high level of energy and efficiency using good judgment.
• Communicate effectively in oral and written form with the ability to simplify complex and technical information.
• Understand and carry out oral and written directions with minimal professional direction.
• Establish and maintain a cooperative and productive work environment within the Human Capital Division.
Education/Training/Experience:
• Experience in Human Capital Leadership as a school administrator, administrative or supervisory position.
• Experience leading diversity and engagement initiatives as a school administrator, administrative or supervisory position
• A Master of Arts degree from an accredited college or university in educational administration, Human Capital administration, or other closely related areas. A doctorate degree is desirable.
• Professional License Requirement: Possession of a valid Ohio Administrative Credential authorizing service as an elementary and secondary level administrator.
• Valid driver’s license
• BCII/FBI clearance
• Alternative to the above qualifications as the Superintendent and/or Board of Education may find appropriate.
